Ohio began to deregulate its electricity and gas market in 1999 with passage of Senate Bill 3. Before, Ohio’s energy market was served by four Inverstor-Owned Utilities (IOUs).
Historically the IOUs were responsible for 91% of Ohio’s energy market including generation, transmission, and distribution. Since these were regional monopolies regulated by the state, there was no power of choice of energy providers.
Like other states, energy deregulation resulted in restructuring the IOS. Additionally new energy providers entered setting their prices differently, depending on their relation to competition.
Presently the majority of Ohio energy companies give customers the option to select an alternative Energy Service Company (ESG). For example there are more than 45 ESGs competing for customers. However, this is far lower than other deregulated states.
To date. all ESGs offer energy rate plans based on an Electronic Security Plan (ESP) rather than Market Rate Offer (MRO. What this means is that ESPs, basically have guarantee utility costs, and that lowers incentives for efficiency.
As a result Ohio’s current energy deregulated system is designed so that ESPs choose investments that are more expensive, not the most efficient. Consequently the lack of competition is Ohio is increasing electricity rates.
While the energy (utility) companies are still responsible for distributing the power, the business or consumer is in direct contact with an Energy Service Company. That is the ESG is responsible for power outages and service interruptions.
